If you dropped something electrical like a hair-dryer in water, but then turned off the power, would the electricity disappear from the water or would the water still be electrified?
What you are calling “electricity” should more properly be called “electric current.” Electricity is in everything, everywhere. It is what binds atoms of matter together. Electric current can only flow when there’s something making it flow.*
